depends on the damage, if it can be repaired or if a new one is required. then paint. be more specific.

Whatever you do, make sure you get multiple estimates from multiple shops. Just don't take your car to Maaco, they're garabage.

Unfortunately, it's hard for us to give you a price if we don't know the extent of the damage.

the whole fender is dented in and f'd up...the bottom side of the bumper is kinda dented and scratched up....

I would just leave it alone, I've had a cracked and chipped front bumper since 2004 and my rear bumper paint job done in 2005 is chipping a lot. I remember painting the rear myself cost $250 at the time and buying $100 in fasteners because they are easy to break when you take the bumper off. With a car of this age, it's more about personal pride than adding value to the vehicle, lots of people will have body damage at this point.
