How do i tighten my handbrake?

Just curious how to do this, i opened the center console and lifted that cd holder i can see the handbrake cables but there looks like there is no way to loosen the bolts and fix the slack, i was able to do this on my golf but not on the CL.

my brother said on some cars it has to be done from the rear brakes is this true for the CL?

here is what the shop manual says:

1. raise rear wheels off the ground and support vehicle on stands.

2. make sure the parking brake arm on the rear brake caliper contacts the brake caliper pin.

3. pull the parking brake lever up one notch.

4. remove the rear console (one with cup/CD holders).

5. tighten the adjusting nut until the parking brakes drag slightly when the rear wheels are turned.

6. release the parking brake lever fully, and check that the parking brakes do not drag when the rear wheels are turned. readjust if necessary.

7. make sure that the parking brakes are fully applied with the parking brake lever pulled up fully.

8. reinstall rear console.

My handbrake was loose before too, and somehow it fixed itself.
