i have a friend selling a jdm p13 ecu, he's asking 100 bucks. the only problem is that we live in hawaii but i can get it to you if you need it.
as far as running a p28..........i'd try and stay away from that. i know a few people down here that are running p28s with b series motors (b16 and b18s) and they have this bad habbit of cutting out right around where the sohc redline is. my co-worker has a so called "chipped" p28 running his obd1 b16 and it cuts out at 7,200. we tried everything and nothing helped it. changed igniter, coil, plugs, wires, cap, rotor, checked the ghetto style wiring that the previous owner did to the car.....everything. finally swapped in a p72 and blam, the thing worked normally.
i'm just speaking from my personal experiences. i'm sure there are some out there that run perfectly fine. but honestly, i would just get the computer that matches the motor.
let me know if you're interested in the ecu. i'd be more that happy to help out a fellow cl owner.

goto rywire.com and tell them what car u have they will custom make u an ecu (chipped p28) and its about 150 or so. its cheaper than trying to chip more expensive ecu's so they all use the p28.
edit: and yes u willl have to manually wire the dizzy to the ecu
