flimsy bumper panels

So what's the deal with these flimsy bumper/side panels that can be easily bent back and forth? Is this a feature to help keep from getting dents or has my newly acquired cl been in some accident that I didn't know about?

I mean...They are not on there very snug, they seem loose and kinda cheap. Are they supposed to be so loose?

Basiclly due to previous shit, I "tested" my bumper with a hammer

Before it was being fix by allstate I basiclly could push the rear bumper in the center ALL the way in,and it would pop out..
Now with the scratches/paint on it is a diff story, but I didnt have any

If that's what your talking about..

After further inspection, I found that my rear bumper/fender plastic panels were not even screwed on in some places but rather hanging in by maybe 1 or 2 platic button looking things and also their is a missing piece, (like a mud guard/black plastic panel that's supposed to line the inside or the right rear fender?) I guess this means it was probably in a small "fender bender" right? And whoever repaired it did a shiity job, (big surprise). Also the driver's side plastic panel that runs along and under the car has no screws holding it on whatsoever. What the heck happened there? Carfax sucks!
