HELP! Can anyone tell me what's missing.

2004 Acura MDX passenger seatAfter recently buying a 2004 MDX I noticed she passenger seat heater was not working. When I trace down the wiring to check it with a voltmeter I noticed that there were plugs that were loose underneath the passenger seat. It looks like there's something, missing can anyone help?
