Somewhat debated topic. In my experience, most winter tires are relatively close to one another in performance. Just about any winter tire will be WAY better than most any all season. Here's a few articles on some tests that have been run:

I've largely stuck with the Bridgestone Blizzak. They've historically been the gold standard in snow tires. However, the Continental WinterContact Si has caught my eye for this season. The tests look very promising and the price is cheaper. The Michelin X-Ice Xi3 are pretty well rated as well.

Had experience with a set of Michelin Pilot Alpin PA2. Great set of winter performance tires. The latest iteration of it is the Pilot Alpin PA4. Which has excellent reviews across the board.
