Oscillating Vibration in Floor at Highway speeds

2010. Anyone have any idea what would be probable causes of an oscillating (one second on one second off approx) vibration felt in the floor, not steering wheel starting at 70MPH? People are usually quick to assume it's a wheel/tire balance issue but tires are brand new and no steering vibration. I'm guessing axle or drive shaft issue or possibly torque converter. I'm going to test drive later and take it to 75 then put it in neutral. If vibration doesn't go away that would seem to rule out transmission. The axles and drive shaft still rotate when in neutral right?
