Required parts for winter wheels set
Assuming I need 17" wheel rims what else do I need to buy to have a complete set of winter tires with wheels?
I am planning on getting these for my 2009 TSX (tech pkg):

Do I need to buy TPMS SENSOR KIT and OPTIONAL BLACK VALVE SLEEVE AND CAP (REQUIRES TPMS SENSORS)? I want to keep sensor function of the car.
Anything else?
I have winter tires already.

Tuner style lugs.
Hub centric rings.
New TPMS sensors or reuse from your stock rims. Most all tire shops require/price on new stems and O-ring when installing the sensors.
IIRC, you lose ability to turn off traction control if the car can't pick up the sensors. Sometimes you'll want it on, other times it benefits to turn it off during winter driving.

Drop the air pressure in one of your tires so the tpms indicator gets tripped, then try turning off VSA, see if it'll let you. Report back and confirm/deny it.

Or did someone remove their TPM sensors and then try to turn VSA off to do a burnout, only to discover that the VSA light would never turn on?
Its usually that you would have trouble turning traction control ON with a missing TPM sensor.
Lowering pressure doesn't turn the TPMS off. It just sets a TPMS light.
Putting the spare on, and removing a regular wheel, and placing it out of range of the computer, however, would cause a "sensor missing" situation.
I'll look in the manual as to what one would expect from putting on a spare.
None of this concerns OP's question. The first reply was correct. You need conical lugnuts, TPM sensors. Hub centric rings are nice to have as well. I'd recommend plastic ones for winter use.
