What exactly do you want to know?
First, you need to be willing to spend over 1k and maybe up to 3500 depending on materials used and what shop does fabrication, welding, and install.
You need to buy flanges or have ones made. Hickam can make stainless flanges or buy p2r's mild steel ones.
For tubing there are several places online you can buy pre-bent tubing from. Burns stainless or vibrant sell tubing. Mine is all 304 stainless steel.
You can buy collectors online also. You need 2 0xygen sensor bungs, and some hangers.
I assume you would want a custom exhaust also. You need more tubing, a flex pipe, 1-2 resonators, and 1-2 mufflers.
My headers cost me roughly 2k and my exhaust will be around 1500.
Then you might want to take into account installing aem stand alone ecu and a tune. That will cost at least 2k. Not sure how necessary it is. Then you have to swap back to Oem ecu every year to pass emissions.
It gets really pricey for such small gains. You might want to consider F/I.

If you want to stay NA and are looking for every last bit of power, long tubes and porting would be the way to go. I spent under 500 for all the SS parts i needed for long tubes, im just waiting till i buy a new tig to start putting them together this winter. But you will see much better gains from FI

If you do decide to go F/I I would suggest figuring out what you will tune with first. Most ppl seem to install a s/c or turbo then think about tuning after.
How much power are you after? Is the comptech kit good enough for you? You can go turbo route or try and use the supercharger Gerzand is running on his 3rd Gen tl.
Are you gonna build/weld the headers yourself? Good luck with that.
Can we use the intake/exhaust vtec from the j37a2 or j37a4? Is that the rocker mod you mention or is that something different. Can the j37a4 head valve train be swapped into our heads? Young one said not to use that setup for high revving n/a build.
So I am guessing the r70 j35 block, j32a2 heads, j37 crank, then kms or super tech valve train. Bump up compression and increase redline
