I've heard great things about both. The TEINs will most likely give you a better ride but won't go as low as the ISCs. Both have damping adjustment so you can make the ride as soft or stiff if you want.
As for being new or used, I bought my coils used and haven't had any issues. Just clean them up and get any dirt out of the threads before installing.
