Typically starter if you have ruled out battery. The main relay is also a common culprit so you can check that before replacing the starter

When I try to turn it over, it doesnt even try to turn over. no clicking noise ot anything. does that narrow it down any further?

do you hear the fuel pump prime? sounds like it may be the main relay https://acurazine.com/forums/2g-tl-p...-relay-931252/

So the starter isn't turning. The question is whether the starter is bad, or the main relay. You can easily test this by seeing if the starter is getting power when you try to crank.

Or you can just fix the cheaper option first, and replace the main relay.

Have you checked all the wires going to the starter?
