Is it the radio or your FM transmitter?
The ultimate answer is power supply noise most likely in your grounds.

How do you know it's both? Does the same static occur when the radio is on an FM channel with good reception?
Knowing that will tell you which ground to try and correct. It could be the ground at your radio, it could be the ground at your transmitter. You could potentially improve the issue by grounding your HID ballasts closer to the lights with a solid connection.
