accura headlight short/fuse blown

accura headlight short/fuse blown
The left side fuse keeps blowing. I tried 3 different low beam bulbs and nothing, checked fuse and it was blown. Changed it and it blew again as soon as lights were turned on. disconnected middle plug, i assume ballast plug and put fuse in and fuse did not blow. as soon as i connected middle plug, fuse blew. what do i do?
