^^^ No, it was moving in the braking zone causing Ricciardo to take evasive action. At first I thought this was an improper penalty thinking Verstappen had been penalized and refusing to move over BUT Whiting told RBR Verstappen did not have to move over. Thus, if Vettel thought he was being held up by a guy who wasn't supposed to be in front of him he was wrong. The outburst against Charlie was forgiven apparently as Vettel went and fell on his sword after the race apologizing "profusely" to Whiting.

Chief, hadn't seen any details on either, but had only seen the final race results.

If you look at the two incidents separately, then the penalty on Vettel could be legit.
My problem with the sequence of events is that Verstappen clearly should have given the position to Vettel immediately after he outbraked himself. By staying out in front of Vettel (at the team's orders?), then he allowed Ricciardo to catch up much faster to Vettel. Race control really messed up, because in this event, they needed to take immediate action then wait for after the race. Race control has been awful this year. There needs to be a dedicated rules team to have some officiating standards that doesn't change every two minutes.

icy2 takes his third straight victory in succession. His strategy of saving the best for last might just work out.
