There is a diverter plate basically. The exhaust gases are blocked off, but the EGR valve pulls clean air from the intake tube (or you can put a tiny filter on it, I connected it to the intake for inspection purposes), and then pushes the clean air into the manifold as though it were the dirty exhaust gases. The EGR doesnt care what sort of air it sees, as long as it sees air.
