Could be a sensor, control unit, or the modulator. Are your sensors clean? Have you checked for a broken wire? Any fuses blown?

Autozone or some other parts shop should be able to lend you a scan tool to find out what is wrong. Most common issue is a wheel sensor I would say.
I have heard some say that low brake fluid has caused the light to come on.
Brakes will work fine, but the ABS will not engage when the light is on as the system has been shut down.
While you are at the brakes given them a service and change out the brake fluid if it has not been done for a while.

First, suggest purchasing a FSM (ebay or find a download).
FSM has procedures to extract ABS codes (similar to obd1 honda engine codes). Get code and manual will provide diagnostic procedure. Hopefully a wheel sensor. ABS modulator is still available as used part for decent price (< $50). Check ebay and car-part.com.
