Has the Quick reply box always been beneath the "tags" and "similar threads" boxes?

I thought it used to be just below the last post, which seems like the logical position for it.

IB said they will be switching the Quick Reply box back above the Similar Threads link shortly based on feedback from members here and on other forums.

I would appreciate it if IB would ignore all user requests and suggestions for several years at a minimum. It seems to be the standard approach to 'customer' service from places I pay for, so I feel out of sorts being listened to and acknowledged so quickly from a resource I don't even pay for...

WTF. Now I have to click "new reply" or whatever instead of just typing in the text box at the bottom of the thread to reply? Change it back!
