Leaking rack. How badly? Some leaks respond to Lucas PS Leak Stop. Worth a try.
A rack replacement is a fairly extensive repair, but not $3100 IMO. More like $1000-$1500.
PS Pump should be no more than $250 including pump. An easy job. Not necessary unless pump is not pumping.
Suggest getting estimates from another shop.

Sounds like you're getting thrown into the ringer... Are they sure the rack is leaking and not just the PS pump PS pump can be had for a few hundred and then add an hour or two for labor..

Went in for an A1 service on my 06 TSX with +136,000 miles and Acura told me my power steering pump was leaking. They gave me two alternatives of new OEM pump for $1000 parts/labor or aftermarket for $550 parts/labor. I found an used power steering pump from an 07 TSX with 70k (eBay, $100), purchased a new serpentine belt (Amazon, $18), and a bottle of Honda/Acura Power steering fluid ($6). Labor was 90 minutes at $90 per hour ($141 total) to install at a local performance shop. So far, so good; but, time will tell if this was a better deal or not.
I'm sure you can find a pump and rack on eBay.
